    One under-$10 name that's starting to trend within range of triggering a big breakout trade is Taser International (TASR), which develops, manufactures and sells advanced electronic control devices designed for use in law enforcement, military, corrections, private security and personal defense. This stock is off to a slow start in 2013, with shares up 9.7%.

    If you take a look at the chart for TASER International, you'll notice that this stock just recently broke out back above its 50-day moving average of $8.99 a share with strong upside volume. Following that move, shares of TASR went on to take out some more near-term overhead resistance levels at $9.05 to $9.30 a share with strong volume. Shares of TASR now look ready to trigger another big breakout trade as the stock flirts with new 52-week highs.

    Traders should now look for long-biased trades in TASR if it manages to break out above some near-term overhead resistance levels at $9.80 to its 52-week high at $9.87 a share with high volume. Look for a sustained move or close above those levels with volume that hits near or above its three-month average action of 411,795 shares. If that breakout triggers soon, then TASR will set up to enter new 52-week-high territory, which is bullish technical price action. Some possible upside ! targets o! ff that move are $12 to $15 a share.

    Traders can look to buy TASR off any weakness to anticipate that breakout and simply use a stop that sits right below its 50-day moving average of $8.99 a share. One can also buy TASR off strength once it takes out those breakout levels with volume and then simply use a stop that sits a comfortable percentage from your entry point.

Protect Yourself From Ebola Scams

Both the Better Business Bureau and the Federal Trade Commission are warning consumers to watch out for Ebola-related charity scams. And the Financial Industry Regulatory Authority is cautioning investors to steer clear of scams involving companies that claim to be developing products to prevent the spread of the deadly disease.

Only give to charities you know and trust. You can check out charities at the BBB's Give.org site, find a list of charities responding to the Ebola outbreak on CharityNavigator.org or give to the CDC Foundation, which helps the Centers for Disease Control and Prevention's Ebola response.

Don't give out financial information to unsolicited callers claiming to be with a charity. The BBB reports that consumers have received calls from someone claiming to be with a well-known charity's chapter in the Bronx, N.Y., that is raising money to help with Ebola, but no such branch exists.

Don't click on links or attachments in unsolicited e-mails. Opening attachments can install malware on your computer, according to the FTC. And the links can lead to fraudulent Web sites that might ask for your personal information that can be used to drain your accounts or steal your identity.

Be wary of social media fundraising efforts. Just because you see an organization or fundraising effort touted on Facebook or Twitter doesn't mean it's legitimate. The FTC recommends that you research any solicitation before making a donation. You can use the sites listed above.

Don't give cash. Make a payment by check or credit card to have a record of the transaction for tax purposes. Also be aware that if you're giving money to a project run by an individual rather than a charitable organization, your donation might not qualify as a tax-deductible gift, the BBB reports.

Be wary of claims that a company is poised for dramatic growth as a result of a supposed cure or treatment for a disease such as Ebola, FINRA Senior Vice President for Investor Education Gerri Walsh said in a written statement. This could indicate an effort by scammers to artificially inflate the value of a stock in what is often referred to as a pump-and-dump scheme. In this scenario, scammers try to lure investors to buy a stock with promises of big returns. But once the stock's price increases the scammers sell off their shares at a profit, quickly driving down the price and leaving investors with worthless (or near-worthless) stock that no one wants to buy, according to FINRA.

Consider the source of the stock tip. According to FINRA, investors should be skeptical of emails or promotional materials from unknown senders hyping a company and its products. It's a red flag if you're flooded with numerous releases or e-mails about a company's stock focusing only on its upside and no mention of risk. This is the "pump" phase of a typical pump-and-dump stock scam. You can use FINRA's Broker Check or call your state securities regulator to find out if the person selling the stock or investment is properly licensed and his or her firm is registered with FINRA, the Securities and Exchange Commission and a state regulator.

Do your own research. FINRA recommends doing an online search of the company and its officials to look for red flags. Pay careful attention to recent or multiple corporate name changes, as well as recent indictments or convictions of company officials. Use the Securities and Exchange Commission's EDGAR database to see if the company files reports with the SEC. If so, read those reports to verify any information you might have received about that company.

Know where the stock trades. Most unsolicited investment recommendations involve stocks that don't trade on a major exchange, such as the Nasdaq or New York Stock Exchange. Instead, they likely trade "over the counter" on exchanges with looser listing standards, such as those run by OTC Markets Group. Although many over-the-counter stocks are issued by legitimate companies, the shares may trade infrequently, which means the price may move up or down substantially from one trade to the next. It also means that it can become difficult to sell shares when you want to -- especially if the price drops dramatically.

    Alamy HOUSTON -- Halliburton says it lost $18 million in the first quarter, pulled down by $637 million in charges related to its role in the 2010 Gulf of Mexico oil spill. But it made money if unusual items are excluded, beating Wall Street expectations. The oil services company's loss amounted to 2 cents a share. That compares with net income of $627 million, or 68 cents a share, a year earlier. Halliburton Co. (HAL), which is in talks to settle claims against it related to the oil spill, said that excluding the charges it posted adjusted earnings of 67 cents a share. That beat the 57 cents that analysts expected. The Houston company, which provides a variety of services for the petroleum industry, is benefiting from a boom in U.S. oil production, which is at the highest level in more than two decades. At the same time, Halliburton's natural gas business has slowed as drillers slowed production due to falling prices for the fuel. Revenue rose slightly to $6.97 billion from $6.87 billion. Analysts expected $6.88 billion. Halliburton shares jumped $1.44, or 3.9 percent, to $38.65 in premarket trading an hour before the market opening. Halliburton is the biggest provider of oil field services in North America, including hydraulic fracturing, a technology that has helped unlock large supplies of oil and natural gas from shale rock formations in the U.S. North American revenue fell 11 percent to $3.71 billion, while operating income tumbled 43 percent to $605 million.     On July 28, Dollar Tree (DLTR) announced that it will be buying rival Family Dollar for a total of $9.2 billion (including debt). Icahn had originally suggested that Family Dollar be bought out by leader Dollar General, but shortly after stated that the recent announcement of the retirement of Dollar General�� CEO would cause disruptions in his plan of merging the two companies. The announced deal gives Dollar Tree over 13,000 stores in the 48 states and Canada, as well as more than $18 billion in sales. This pushes Dollar Tree above and beyond major rival Dollar General, which last year had $17.5 billion in sales and 11,338 current locations. There has also been much talk about the impact this merger will have on the giant Wal-Mart (WMT), which generally focuses on low-income consumers by offering more items for under $1.

Why The ECB Probably Won't Utilize Quantitative Easing

Alpari Market Analyst Craig Erlam says that even though it seems like most people want to see quantitative easing from the European Central Bank, it probably won’t happen.

He was recently a guest on Benzinga’s #PreMarket Prep to explain the problem with the ECB trying quantitative easing that no other central bank has.

Unique Problems

“This is not just buying one common debt security … They’ve got to come up with a format that enables them to buy a whole host of different bonds from the euros,” Erlam explained. “And this is bonds that are rated at different classifications that carry different amounts of risks.”

The other aspect that the ECB has to consider is whether this will equate to funding the eurozone governments and helping them out, he said, because the central bank wants to encourage them to sort out their own economies and look at more fiscal discipline.

“So, I think they’ve got a much tougher job when it comes to quantitative easing than the other central banks have had, and that’s why they’ve been so reluctant to do it,” he said.

Explore Other Options

Erlam thinks that the ECB won’t actually end up doing quantitative easing because of those aspects, in addition to Germany and other countries being so against it. Instead, he thinks the central bank will some different approaches and possibly even delve into negative interested rates.

    What's coming down the pipeline
    As we saw with the current treatment options, the endometrial cancer pipeline isn't filled with a lot of choices, but they are at least more encouraging than the standard care treatments we've seen over the past three decades.

    Avastin: Surprise: It's Roche's (NASDAQOTH: RHHBY  ) wonder drug yet again! Roche's Avastin is in the process of being tested as a treatment for recurrent endometrial cancer and demonstrated promising results in a mid-stage trial according to the Journal of Clinical Oncology. Avastin, which is an angiogenesis inhibitor (a fancy way of saying it inhibits blood vessel growth), was tested on 52 evaluable patients and delivered a progression-free survival of at least six months for 21 of them. Overall median PFS was 4.2 months, and median overall survival came in at 10.5 months. Don't be surprised if Roche decides to pursue further studies of Avastin in recurrent endometrial cancer with these results. AEZS-108: Currently in late-stage development by Aeterna Zentaris (NASDAQ: AEZS  ) , a holding in my own portfolio, AEZS-108 is an intravenous treatment composed of a synthetic peptide carrier and doxorubicin that targets Luteinizing Hormone Releasing Hormone-receptor expressing tumors. That series of scientific jargon simply means it targets cancer cells with minimal healthy cell death relative to the current standards of treatment. In mid-stage t! rials, AE! ZS-108 delivered an overall response rate of 30.8% and a clinical benefit rate of 74.4%. These figures were enough to get AEZS-108 a special protocol assessment (SPA), which should streamline its approval if these results stay consistent in late-stage studies.

    Your best investment
    With very few investable options to choose from, since many of these treatments are off patent as they're decades old, I'm going to split my decision this week between Roche and Aeterna Zentaris for obvious reasons.

    So what: It's been a miserable day for Allergan, which started the day off by slightly lowering its full-year EPS forecast from a range of $4.75-$4.83 to $4.70-$4.76. To add the icing on the cake, its midday report that DARPin did show some differentiation from Novartis (NYSE: NVS  ) and Roche's (NASDAQOTH: RHHBY  ) Lucentis but didn't demonstrate enough to move the drug onto phase 3 trials, sent Allergan into the abyss. It probably doesn't help, either, that MAP's inhaled migraine drug Levadex, which Allergan acquired when it purchased MAP for nearly $1 billion earlier this year, also recently received its second complete response letter. Allergan just can't seem to catch a break.

What: The fun and games are over for toy and consumer products maker JAKKS Pacific (NASDAQ: JAKK  ) , which saw its shares get mauled by 37% after reporting its second-quarter results.

So what: For the quarter, JAKKS' sales plummeted 27% to $106.2 million as the company reported a whopping $2.14 per share quarterly loss, which included other one-time expenses. Comparatively speaking, Wall Street was expecting a profit of $0.05 per share. Deciding not to renew its licensing for the Pokemon franchise, JAKKS bet the boat on strength from its Monsuno and Winx Club brands, which both performed poorly. Furthermore, JAKKS slashed its full-year revenue guidance to $620 million from its previous forecast of $694 million to $700 million, and it now estimates EPS losses of $2.56 when it had previously anticipated reporting a profit of $0.63-$0.68 per share this year.

    The American public's seemingly insatiable desire for lean protein in an "on-the-go" form will help General Mills going forward. At the recent central banker conclave in Jackson Hole, Wyoming, the two most powerful central bankers in the world, Janet Yellen, chair of the U.S. Federal Reserve, and Mario Draghi, president of the European Central Bank (ECB), gave back-to-back addresses on the same subject.

It was like a controlled experiment in the attitudes and capabilities of the two leading financial powers in the world.

    Reynolds American (NYSE: RAI) announced it will acquire Lorillard (NYSE: LO) for $50.50 in cash and 0.2909 a share of Reynolds, implying a total price tag of $68.88 per share, or $27.4 billion. As part of the deal, British American Tobacco (NYSE: BTI) will maintain its 42 percent stake of Reynolds. Reynolds and British American tobacco also came to terms on sharing technology and development costs on future tobacco products. Reynolds American also said that it will unload Kool, Salem, Winston, Maverick, and blu eCigs brands to Imperial Tobacco for $7.1 billion. Reynolds American said that the deal will be accretive within the first full year with a double-digit accretion rate in the second year and beyond. Shares of Reynolds American lost 6.87 percent, closing at $58.84 while shares of Lorillard lost 10.49 percent, closing at $60.17. Shares of British American Tobacco lost 1.88 percent, closing at $120.61.

    No go as yet for AT&T
    As for U.S. No. 2 wireless company AT&T, last week Bloomberg reported knowledgeable people saying it has been holding talks with Telefonica (NYSE: TEF  ) to buy a significant part of the Spanish telecom, or some of its other foreign assets.
